Howard Perkins is the Chief of Chester's Mill Police department. More known to others as Duke. He is part of drug  syndicate in Chester's Mill that involves Councilman James Rennie and Rev. Lester Coggins. He died when his pace maker blew up when he got to close to the dome. He also died before telling his Deputy Linda Esquivel about the secrets of Chester's Mill.

Duke Perkins is played by Jeff Fahey. He has been cast in several Movies and TV series. He had TV guesting with Hawaii-Five O, Revolution, CSI and Lost
