Revise Sin tax law approved in the Philippines

In an attempt to lower the number of cigarette smokers in Australia, a new law was passed ti discourages smokers from lighting up a cigarette. The new law that was passed a few days ago forced Tobacco companies to change the packaging. Now all cigarette packages in Australia are identical. The old trademark of Tobacco company has been changed to warning like "Smoking can cause Lung cancer" or "Smoking can cause blindness" with matching pictures

In the Philippines, a revise version of the Sin Tax has been approved by congress and senate and has been signed by President Benigno Aquino III. The enactment of the law will cost the price of both Cigarettes and Alcoholic Beverage to increase. The government hopes that with this new law, the number of Filipinos who are hooked on Cigarettes and Alcohol would decrease. 

It is good that they have passed this law. During the Christmas season, Filipinos who are catholic are accustomed to attend mass which normally starts at 03:00 AM. This would go start on Dec 16 and would end on Dec 24. Anyway as I was to the church, I see teenagers who are smoking. Most of them are very young. If I am not mistaken, the youngest that I saw was around 11 or 12 years old. It is hard to tell how old they are since smoking affects a person's growth. 

Maybe 10 years ago the youngest smoker in the Philippines would be around 15 years old. The age the kids nowadays learn how to smoke is getting younger each year. This is scary since smoking is a hard habit to kick once a person has started. 

With the price of Cigarettes going up, this might have a positive effect on the number of smokers in Philippines. E-cigarettes has been invented and most of the smokers are using it instead of real cigarettes. Although some would still prefer the real cigarette and some who use E-cigarette end up unsatisfied with the taste, there are some who has completely given up smoking. I would imagine that once prices of Cigarette goes up, the demand for e-cigarette would go high as well. It would be affordable to buy refill for e-cigarette than buying pack of cigarette

The revenue from the sin tax law is targeted to reach 33 billion pesos ($800 million) this year alone. A large part of the revenue would be designated to the government's health programs.

Electronic cigarette

It is easier for smokers to quit smoking now compared a few years ago. Back then smokers use either a nicotine patch or gum to help them quit smoking. Electronic cigarette or ecigs has been invented for the purpose of helping smokers who intend to quit smoking.

The hard thing about stopping smoking is the habit of putting a cigarette in a smoker's mouth and puffing the smoke. The ecigs could is a good alternative to normal cigarette. A smoker could still inhale and puff out smoke using this device. A smoker does not have to worry about nicotine or any harmful chemicals. A friend of mine bought one and has considerably lessened the smoking of real cigarette. He used to smoke a pack of cigarette. Now he is still does smoke real cigarette but it is down to only 4 a day. It is a big improvement considering that he has been hooked for the last 10 years.

But don't buy just any electronic cigarette. Make sure that you purchase from authorized dealer. A good thing about the popularity of electronic cigarette is that there a lot of types to choose from and prices are quite affordable. Make sure that you purchase one of the top ecigs. Don't mind spending a few extra bucks for a high quality ecigs. The important thing is to quit smoking as soon as possible.

Nueva Vizcaya approves Smoking ban

Governor Luisa Cuaresma, a known smoker, recently signed an ordinance banning smoking in public places and transportation. Under the new ordinance violators would be fine PHP 1,500 for the first offense, second time offenders would be fine PHP 2,500 and PHP 5,000 would be imposed for third time offenders. For those who could not afford the payment of this fine would be subjected to community service.

Private establishments or franchisees of public conveyances that violates this ordinance would find their license revoked or suspended depending on the mode of their violation. Posters and billboards of cigarette advertisements have already been removed from certain establishment.  Ashtrays in public workplace as well as installation of “No smoking signs” in prohibited areas would be put up once the ordinance has been fully implemented. The Municipal health offices in Nueva Vizcaya are providing help through their Smoking Cessation Program (SCP).

Under the constitution, there are laws that prohibit smoking in public places as in any mode of transportation. Section 24 of Republic Act (RA) 8749 or the Philippine Clean Air Act of 1999 prohibits smoking inside enclosed public places and public vehicles. Local government units are directed by law to implement the provision. Section 5 of RA 9211 or the Tobacco Regulation Act of 2003 prohibits smoking in certain public places whether enclosed or outdoors like centers of youth activity, public facilities, and public conveyances.

This is ordinance would be a great way to minimize carbon emission and would be beneficial to residents of Nueva Viscaya. It all comes down to implementation. Laws against smoking in public places have been in place for quite some time. And yet the implementation of the law is still not evident. It all comes down to the will to implement this law. Wouldn’t it be great for the Philippines to be as smoke free like Singapore? This would be beneficial for the well being of the environment and people’s health
